(a) 
The purpose of a building code is to provide for orderly growth and conformity to regulations that provide safety, security, and engineering reliability for the citizens and the community. The spacing, construction types, sizes, materials of construction and labor components all help provide some measure of these objectives.
(b) 
There is hereby adopted by the city council, for the construction, enlargement, moving, removal, conversion, demolition, occupancy, equipment, use, height, and area of buildings and structures, that certain building code known as the International Building Code, being particularly the 2006 edition thereof, and such portions as are hereinafter deleted, modified, or amended, of which at least one (1) copy has been and is now filed in the office of the city secretary, and the same is hereby adopted and incorporated as fully as if set out at length herein, and the provisions thereof shall be controlling in the construction of all buildings and structures within the corporate limits of the city.

(a) 
No permit as required by the building code shall be issued until the fee prescribed by the city council as on file with the city secretary shall have been paid. Nor shall an amendment to a permit be approved until the additional fee, if any, due to an increase in the estimated cost of the building or structure, shall have been paid.
(b) 
Listed below are acts which do not require citizens or contractors to obtain permits, or pay fees for any routine maintenance of existing facilities:
(1) 
Repainting;
(2) 
Replacement of rotten boards on structures;
(3) 
Re-roofing or roof repairs;
(4) 
Flooring replacement.
(c) 
The term "actual cost," as used in this section, means the reasonable value of all services, labor and materials.

All appeals arising under administration of the building code shall be made to the city council.

(a) 
Any person, firm, corporation or agent who shall violate a provision of this division or any provision of the International Building Code adopted herein by reference, or fail to comply therewith, or with any of the requirements thereof, or who shall erect, construct, demolish or move any structure or has erected, constructed, moved or demolished a building or structure in violation of a detailed statement or drawing submitted and approved thereunder, shall be guilty of a misdemeanor. Each person shall be guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this code is committed or continued, and upon conviction of any such violation such person shall be punished within the limits and as provided by state laws.
(b) 
Any person, firm, corporation or agent who fails to pull a permit with the city, prior to any work being done that requires a permit, shall be charged the amount of the permit, plus a penalty of two times that amount, therefore making the permit fee three times the normal amount.
