(a) 
Insufficient Funds.
For any check received by the city which is returned unpaid, either because of insufficient funds, the account is closed, or otherwise, an administrative fee of $30.00 is hereby imposed.
(b) 
For any damage caused to a cutoff valve, an administrative fee of $35.00 is hereby imposed. In addition, the customer may be charged the cost of any parts needing replacement and labor required.
(c) 
Tampering.
For any tampering with a water meter, an administrative fee of $100.00 is hereby imposed. In addition, the customer may be charged the cost of any parts or equipment needing replacement and labor required.
(d) 
Imposition of any administrative fee hereinabove does not preclude the city from instituting criminal charges under appropriate circumstances.
(e) 
Reconnection Fee.
The reconnection fees for reconnecting water service that has been discontinued for nonpayment are:
(1) 
Reconnection during regular business hours: $30.00.
(2) 
Reconnection at all other times: $40.00.
(3) 
Missed appointment fee: $25.00, which shall be in addition to the applicable reconnection fee.
(f) 
All utility related fees not required to be paid or otherwise not paid at or prior to the time the fee is incurred will be added to, and billed as a part of, the utility customer’s normal bill.
(g) 
Credit Card Payments and Processing Fee.
(1) 
In addition to all other customary forms of payment, the city municipal staff may accept payments for utility services provided by the city by credit card and debit card whether paid in person, by mail, over the telephone, through the city’s website, electronically or through the city’s kiosk.
(2) 
The city shall collect a processing fee reasonably related to the expense incurred in processing the payment by credit card or debit card as follows:
(A) 
2.75% per transaction.

(a) 
Residential garbage rates within the city.
Type of business or dwelling/rate per month:
(1) 
One family resident: $29.50.
(2) 
Apartments and apartment houses up to 16 units: $29.50 for first unit and $21.65 each additional unit.
(3) 
Manufactured home parks or subdivisions located on one meter: $29.50 for each unit.
(4) 
Manufactured homes located behind residences and on same meters: $29.50.
(5) 
Manufactured homes located on separate meter whether on one lot or in manufactured park or subdivision: $29.50.
(6) 
Churches: $29.50.
(b) 
Garbage Rates Outside the City Limits.
All customers located outside the corporate limits of the City of Levelland, Texas, who have requested and been granted garbage collection service, shall be charged a rate equal to one and one-half times the rate charged [to] customers residing within the city.
(c) 
Mercantile, professional and business garbage rates within the city limits.
(1) 
The monthly charge for service will be $65.00 per container per number of pickups per week (i.e., $65.00 x number of containers x pickups per week).
(2) 
For very large commercial institutions and industrial accounts, being those with numerous containers, separate pick up locations, peculiar or nontypical waste, or other factors as determined by the city, the rates will be determined by the city.
(d) 
Special service charges.
Each extra pickup shall be $43.50 per container.
(e) 
Transfer Station and Landfill User Charges.
(1) 
County/city residents cleaning around their own property, using light trailers or light pickup trucks: No charge.
(2) 
The following charges shall apply to residents of the city or the county for disposal for nonresidential solid waste at city-established transfer stations or at the city landfill:
(A) 
0 to 1,000 pounds: $19.26.
(B) 
Loads exceeding 1,000 pounds but not exceeding 1,999 pounds: $36.25.
(C) 
Loads weighing 2,000 pounds or more: $36.25 plus $8.93 per 500 pounds in excess of 2,000 pounds (i.e. $8.93 per 500 lbs).
(3) 
Differential rates associated with franchise agreements with third party providers shall be set by contract.
(f) 
Tire Disposal Rates.
Individuals and businesses that bring used tires to the citizen convenience station for disposal shall pay a tire disposal fee for each tire as follows:
(1) 
Passenger car tires: $1.60 each.
(2) 
Truck tires to 20": $5.25 each.
(3) 
Equipment and tractor tires to 130 pounds: $16.50 each.
(4) 
Larger tires: $0.10 per pound.

Water rates within the city.
The following rates shall be in effect for water services and water sold by the city to customers within the city limits:
(1) 
Deposit for opening a water meter account: $75.00.
(2) 
Service charge for new account: $15.00.

Service availability fee, per month: $15.60.

(A) 
0 to 3,000 gallons of water: $3.73 per 1,000 gallons.
(B) 
3,001 to 20,000 gallons of water: $3.86 per 1,000 gallons.

20,001 gallons of water and up: $4.00 per 1,000 gallons.
(5) 
Water system improvement fee per unit: $5.00.
(b) 
Water rates outside the city.
(1) 
The following rates shall be effective for water sold by the city and accounts established to customers by the city to those customers outside the city limits:
(A) 
Deposit for opening a water meter account: $110.00.
(B) 
Service charge for new account: $15.00.
(C) 
Service availability fee, per month: $22.40.
(D) 
Rate per 1,000 gallons of water:
(i) 
0 to 3,000 gallons of water: $5.60 per 1,000 gallons.
(ii) 
3,001 to 20,000 gallons of water: $5.79 per 1,000 gallons.
(iii) 
20,001 gallons of water and up: $6.00 per 1,000 gallons.
(E) 
Water system improvement fee per unit: $ 1. 00.
(2) 
The determination whether to provide water to customers outside the city limits or to impose limitations or conditions thereon is at the sole discretion of the city.
(c) 
Meter Rereads.
(1) 
During the normal course of business, the city provides certain other services to its water customers. The charges for these services shall be as follows. When customer requests a reread of a water meter, there will be no charge the first two times the meter is reread and there will be a $10.00 charge each time the meter is reread thereafter. When a customer asks to have a water meter tested there will be a $100.00 charge. (This charge will be fully refundable if it is determined that the meter does not operate within acceptable tolerances.) The charge for the use of a temporary meter for bulk water will be fifty dollars ($50.00) per month plus all water used will be billed at a rate per gallon as determined by the city. However, the decision to provide bulk water, and any conditions or limitations thereon, will be at the sole discretion of the city.
(2) 
In addition to the $50.00 per month charge for the use of a temporary meter for bulk water, the city shall also require a deposit of $1,000.00, refundable if the meter and hydrant are not damaged. Notwithstanding, if the meter or hydrant is damaged and the cost of repair or replacement exceeds $1,000.00, the user will be responsible for all costs, not limited to the $1,000.00 deposit.
(d) 
Water Tap Charges.
The charge for water taps shall be as follows:

To transfer an existing utility account from one address to another: $15.00.

For temporary connections up to 30 days with an existing meter for such uses as property cleanup of unoccupied premises: $15.00.

The following rates shall be in effect for wastewater collected, treated and disposed of by the city to customers within the city limits:
(1) 
Residential customers.
(A) 
Wastewater service availability fee for residential customers: $17.29 per month.
(B) 
Wastewater service availability fee for apartments per unit*: $17.29 per month.
(C) 
Usage charge: $0.15 per 1,000 gallons of metered water.
(D) 
Wastewater system improvement fee per unit: $28.00.
*If there is more than one residential unit on the same meter and there is a vacancy in one or more of such units, then the city shall give credit for any such vacancies on the wastewater bill to such meter and charge off that amount from such wastewater bill.
(2) 
Commercial customers.
(A) 
Wastewater service availability fee for commercial customers: $11.77 per month.
(B) 
Usage charge for commercial wastewater: $1.24 per 1,000 gallons of commercial wastewater for the first 59% of all metered water usage.
(C) 
Wastewater system improvement fee per unit: $28.00
*If there is more than one residential unit on the same meter and there is a vacancy in one or more of such units, then the city shall give credit for any such vacancies on the wastewater bill to such meter and charge off that amount from such wastewater bill.
(b) 
Wastewater rates outside the city.

(B) 
Wastewater rate for commercial wastewater: $1.86 per 1,000 gallons of commercial wastewater for the first 59% of metered water usage.

Default or Nonpayment of Bill; Reconnecting Fee
In case of default or nonpayment of the gas bill rendered at any authorized rate, Pioneer Natural Gas Company shall have the right to discontinue gas service to any customer in the manner provided by law, and in case such customer shall make application to have service reconnected, he may be required to pay as a condition precedent thereto all amounts due Pioneer Natural Gas Company, and also a reconnecting fee of eight dollars ($8.00) during normal working hours and twelve dollars ($12.00) after normal working hours.
