All the inhabitants of the City of Levelland, in Hockley County, Texas, as the boundaries and limits of said City are herein established, shall be a body politic, incorporated under and to be known by the name and style of the "City of Levelland," with such powers, rights and duties as are herein provided.
Throughout this Charter, words used to express masculine gender shall be construed to include the feminine.
