No driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic-control signal indication to proceed.

(a) 
Operation of authorized emergency vehicles.
(1) 
The driver of any authorized emergency vehicle, when responding to an emergency call, upon approaching a red or stop signal or any stop sign, shall slow down as necessary for safety but may proceed cautiously past such red or stop sign or signal. At other times drivers of authorized emergency vehicles shall stop in obedience to a stop sign or signal. This exemption shall not, however, protect the driver of any such vehicle from the consequences of a reckless disregard of the safety of others.
(2) 
No driver of any authorized emergency vehicle shall assume any special privilege under this chapter, except when such vehicle is operated in response to an emergency call or in the immediate pursuit of an actual or suspected violator of the law.
(b) 
Vehicle approached by authorized emergency vehicle.
Upon the immediate approach of an authorized emergency vehicle equipped with at least one lighted lamp exhibiting a red light visible under normal atmospheric conditions from a distance of five hundred feet (500') to the front of such vehicle and/or when the driver is giving audible signal by siren, exhaust whistle or bell, the driver of every other vehicle shall yield the right-of-way and shall immediately drive to a position parallel to and as close as possible to the right-hand edge or curb of the highway, provided that on a one-way street a vehicle may drive to a position parallel to and as close as possible to the right or left edge or curb of the highway, clear of any intersection, and shall stop and remain in such position until the authorized emergency vehicle has passed, except when otherwise directed by a police officer.
(c) 
Duty to drive with due care.
This section shall not operate to relieve the driver of an authorized emergency vehicle from the duty to drive with due regard for the safety of all persons using the highway.

All operators of motor vehicles are prohibited from participating in any manner in a race, a vehicle speed competition or contest, or a drag race or acceleration contest on any of the streets, roads or driveways of this city.

It shall be unlawful for the operator of any vehicle to turn such vehicle so as to proceed in the opposite direction or to make what is commonly known as a U-turn upon any street or alley in the city.

The driver of a vehicle shall not back the same unless such movement can be made with reasonable safety without interfering with other traffic.

The operator of a vehicle shall not drive or park such vehicle within any sidewalk area except at a permanent or temporary driveway.

It shall be unlawful for any person operating an automobile or other gasoline-propelled vehicle to drive same into or through any garage or gasoline station, restaurant, grocery or other off-street parking area without coming to a full stop therein.

It shall be unlawful for the owner, operator or any other person to open the door of a vehicle or to step from a parked vehicle into a roadway or sidewalk in such a manner as to interfere with or impede the progress of any vehicle or pedestrian.

A person operating a motorcycle shall not ride other than upon the permanent and regular seat attached thereto. nor shall any other person ride upon such motorcycle other than upon a firmly attached seat to the rear or the side of the operator.

(a) 
No person shall operate (or allow someone else to operate) an internal combustion engine powered vehicle on any posted public roads within the city while said vehicle is using an engine brake (or jake brake) without an exhaust muffler sufficient to prevent excessively loud noises by aid vehicle, except during emergency operation.
(b) 
The city manager is hereby directed to ensure signs are installed at appropriate locations within the city rights-of-way prohibiting the use of engine braking exhaust systems except during emergency operations as set forth in this section.
