The city council has determined that long-term range planning is necessary and an effective method of assisting the city council in setting priorities for maintaining quality of life and, at the same time, recognizing the needs that the city will have as it grows. The city council has determined a committee of citizens with diverse experiences can help in exploring means and methods to meet those needs.

(a) 
There is hereby created a strategic planning committee, hereafter called the “committee.” The committee shall be composed of nine members appointed by the mayor and with consent of the council. The first five members appointed shall serve two-year terms. The last four members appointed shall serve a one-year term. Thereafter all members shall serve two-year terms. The city administrator or his designee shall be an ex-officio member of the committee.
(b) 
The mayor must appoint two sitting councilmembers, two members of the committee of the Bellville Economic Development Corporation, two members of the Bellville Chamber of Commerce and three members from the citizens of the city.
(c) 
The committee shall select one of its members to serve as the presiding officer of the committee. The presiding officer shall serve a one-year term and shall be responsible to conduct meetings. The committee shall meet at 5:30 p.m. on the fourth Tuesday of May of each year in city council chambers in city hall and at such other meetings called by the presiding officer.

(a) 
It shall be the duty of the committee to at least annually prepare recommended strategic goals and present the same to the city council for consideration and approval. The presentation shall contain at a minimum the actions necessary to accomplish the goals, a timeline for completion and a good faith estimate of the cost of achieving the goals. The report shall be presented to city council at its regular meeting in July of each year so as to allow the council the ability to consider the request as a part of the annual budget. In addition to setting the goals the committee shall monitor the overall progress toward completing the goals.
(b) 
The committee shall adopt such rules to govern itself which it finds necessary to accomplish its goals. The committee shall assess the budgetary requirements needed to accomplish it duties and submit the same city administrator for consideration as part of the annual budget of the city. Upon approval of strategic goals, the committee will take action to achieve approved goals and report back to council on a quarterly basis at a minimum.
