The Oz Glaze Senior Center committee is hereby established and shall have the duties and responsibilities set forth in this division and any amendments thereto.

(a) 
The Oz Glaze Senior Center committee shall be composed of seven (7) members, all of whom shall be residents of the city, which shall be appointed by the mayor and city council and shall serve for a term of two (2) years provided that the terms of office shall be staggered.
(b) 
No member of the committee shall hold any other public office of honor, trust or profit in the government of the city or county during the term of office. The members shall serve without pay.
(c) 
The committee shall select from among its members a chairman, vice-chairman and secretary and shall adopt, subject to the approval of the mayor and city council, such rules and regulations for the government of its proceedings as may be deemed proper, not inconsistent with the ordinances and the charter of the city and the laws of the state.

The Oz Glaze Senior Center committee shall serve as an advisory committee to the mayor and city council in the development, supervision and administration of the affairs of the Oz Glaze Senior Center. The committee shall, from time to time, make a complete and thorough survey of the needs of the senior citizens of the city and of the recreational activities conducted by the city and shall report its findings to the city council together with recommendations that it deems proper with reference to the improvement, management, development, supervision and administration of the Oz Glaze Senior Center.

(a) 
Regular meetings of the committee shall be held on dates adopted by a two-thirds (2/3) majority vote of the members present at a meeting of the committee. The committee shall meet regularly at least quarterly.
(b) 
Special meetings may be called by the chairman on the request of three (3) or more members on three (3) days’ notice (verbal or written) to all members. Special meetings may be called without such notice if each member waives notice thereof.
(c) 
All meetings shall be open to the public. Any meeting may be adjourned, recessed or continued from time to time without additional notice.
(d) 
A quorum shall consist of a majority of the qualified members.
(e) 
No member of the committee shall participate in any way in any matter in which he or she has a personal or financial interest.
(f) 
Proxies shall not be allowed.

The secretary shall keep a written record of all meetings, resolutions, transactions, findings and determinations of the committee. The proceedings of the committee shall show the passing or failure of actions and the members absent or failing to vote. The written records shall be public records and shall be available for inspection at the city hall.
