There is hereby created and established within and for the city a department to be known as the department of planning.

The office of the director of the department of planning is hereby created. Such director shall be the head of the planning department and shall be appointed by the mayor with the approval of the city council. Termination of the director of the department of planning shall be upon recommendation by the mayor and approval of the city council.

The department, under the supervision of the director, shall be responsible for matters involving zoning, planning, and platting; development activities; updating and maintaining the city’s comprehensive plan and major thoroughfare plan; review and processing of right-of-way and easement vacation requests; and activities pertaining to the annexation of property; and the director shall make appropriate recommendations to the city council, cognizant boards and commissions regarding these matters. Additionally, the director shall perform other duties involved in planning as assigned by the mayor.
