(a) 
Generally; driving at slow speed.
(1) 
It shall be unlawful for any person to drive or operate a vehicle on a street or highway at a speed greater than is reasonable and prudent under the circumstances then existing.
(2) 
It shall be unlawful for any person to drive or operate a vehicle at such a slow speed as to impede the normal and reasonable movement of traffic except when reduced speed is necessary for safe operation or in compliance with law.
(b) 
Speed limits established.
(1) 
Speed regulations set out by V.T.C.A. sections 545.351 and 545.352 shall be applicable upon all streets within the city, except as this section or other traffic regulation of the city may otherwise provide.
(2) 
The prima facie maximum reasonable and prudent speed at the following locations, identified by the inclusive listing of block numbers limited as set forth under “Extent,” shall be as designated below, effective when an appropriate sign giving notice thereof is erected, under the authority of the Texas Transportation Code, section 545.356.

(a) 
Whenever a traffic engineering investigation conducted by or for the director of public works discloses the need for safety precautions for the safety of school children, the director of public works is authorized to mark such locations as school crossing zones (“school zones”). Upon designating or redesignating the area of a school zone, the director of public works shall file a written statement in the office of the city clerk that documents the school zone and applicable regulations prior to the establishment of new or revised traffic-control signs or devices for such zone. Such written statements shall be maintained by the city clerk with the records relating to this section.
(b) 
When such school zones are established, they shall be appropriately marked by traffic-control signs or devices, indicating the times in which the school zone speed limit shall be in effect and the prima facie speed limit within said school zone. All such traffic-control signs or devices shall be of a size and type approved by the director of public works and recommended by the state department of transportation.
(c) 
The regulations imposed by such traffic-control signs and devices shall become effective on days when school is in session from 7:00 a.m. until 4:30 p.m. or as specified on the traffic-control device (sign) governing each school zone, within the time frame set out herein.
(d) 
Whenever traffic-control signs or devices indicate that the regulations are in force, no person shall drive a motor vehicle in such areas or locations at a speed greater than is reasonable and prudent under the circumstances then existing.
(e) 
Whenever signs indicate that the regulations are in force, no vehicle shall pass any other vehicle proceeding in the same direction between the signs designating the school zones, and all vehicles shall come to a complete stop at the school crossing/crosswalk when the crosswalk is occupied by any person.
(f) 
The director of public works is hereby authorized to place all necessary signs in the city to mark all school crossing areas located in the city.
