The town engineer shall have control and direction of the traffic zone marking personnel, the traffic-control device installation and maintenance personnel, the marking of all traffic zones and the installation of signals, signs and other traffic-control devices and road markers relating to direction and control of traffic. The town engineer also shall make continuous studies of the movement of traffic on the streets of the town and shall make periodic recommendations to the town administrator and town council as to necessary regulations, practices and controls for the safe and prompt movement of traffic in the town. The town engineer shall perform such other duties as may be required by the town council.

The town engineer shall direct the location of all future traffic-control signs, signals and markings. The town engineer shall have the duty of erecting or installing upon, over, along or beside any highway, street or alley, signs, signals and markings, or causing the same to be erected, installed or placed, in accordance with this chapter and consistent with the Manual on Uniform Traffic Control Devices.

The town engineer is authorized to erect or install upon, over, along or beside any highway, street or alley, signs, signals and markings, or cause [same] to be erected or installed or placed, in accordance with this article and consistent with the Manual on Uniform Traffic Control Devices from time to time as may be deemed necessary to regulate or guide traffic in and through the town during unusual circumstances or situations where it is necessary to alter the flow of traffic on a temporary basis to protect the health, life, order and security of the town or its inhabitants. The town engineer shall remove such signs, signals and markings within a reasonable time after the unusual circumstance or situation ceases to exist.

The town engineer is authorized to install and maintain traffic-control devices consistent with the authority granted by this article, and make any modifications, including but not limited to the location, designation, effective dates, times, zones, as may be necessary under the circumstances presented and as necessitated by the actions of another governmental entity, such as an independent school district.

All records pertaining to traffic zone markings and traffic-control device installation, including placement, replacement, modification, and repairs of such traffic-control devices and studies conducted of a particular intersection, shall be maintained by the office of the town engineer and shall be available for review by the public during regular business hours.

The placement of a traffic-control device by the town engineer shall be prima facie evidence that the device is installed and maintained pursuant to the authority granted herein, in proper position, and in full force and effect.

All traffic-control devices including signs, signals and markings (pavement and/or curb) installed or used for the purpose of directing and controlling traffic within the town shall conform with the manual and specifications adopted by the state transportation commission as provided in V.T.C.A., Transportation Code, section 544.001. All signs, signals and markings erected or used by the town must conform to the manual and specifications adopted under V.T.C.A., Transportation Code, section 544.001. All existing traffic-control devices and those erected in the future by the town being consistent with the manual and specifications, state law and this section shall be official traffic-control devices.
