(a) 
No person shall operate or drive any vehicle on any street within the city at a greater speed than thirty (30) miles per hour, unless signs are erected designating another speed in accordance with this article.
(b) 
Notwithstanding any other provision of this article, no person shall drive a vehicle on a street at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing. In every event, speed shall be so controlled as may be necessary to avoid colliding with any person, vehicle or other conveyance on or entering the street in compliance with legal requirements and the duty of all persons to use due care.
(c) 
The driver of every vehicle shall, consistent with the requirements of subsection (b), drive at an appropriate reduced speed when approaching a hillcrest, when traveling upon any narrow or winding roadway, and when a special hazard exists with respect to pedestrians or other traffic or by reason of weather or street or highway conditions.

The city council may alter the maximum speed limit of thirty (30) miles per hour, as established by section 12.04.001, on any street or portion thereof within the city in accord with the provisions of article 6701d, section 169 of Vernon’s Annotated Civil Statutes. Whenever signs are posted giving notice of the maximum legal speed limit so established for a particular street or portion thereof, it shall be unlawful for any person to drive or operate any vehicle at a rate of speed in excess of such limit.

Any person who shall race or engage in a contest for speed between motor vehicles of any kind upon any public street or alley within the city shall be deemed guilty of a misdemeanor. The fact that the actual speed attained by any vehicle engaged in racing or a contest for speed is less than the prima facie legal speed limit shall be no defense to a complaint of racing or engaging in a contest for speed in violation of this section.

No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law.

The provisions of this article and other ordinances of the city regulating the speed of vehicles shall not apply to vehicles of the fire department when responding to a call, nor to police patrols, nor to physicians or ambulances when actually engaged in responding to emergency calls.

(a) 
It shall be unlawful for any person to drive or operate any vehicle at a rate of speed in excess of twenty (20) miles per hour in a school zone.
(b) 
During days when the public schools are in session in the city, the following areas shall be school zones from 7:30 a.m. until 8:30 a.m. and from 2:30 p.m. until 3:30 p.m.:
(1) 
South Mill Street.
On South Mill Street, from its intersection with East Cedar Street to its intersection with West Coke Road.
(2) 
Newsome Street.
On Newsome Street, from its intersection with South Mill Street to its intersection with South Post Oak Street.
(3) 
South Post Oak Street.
On South Post Oak Street, from its intersection with Newsome Street to its intersection with West Coke Road.
(4) 
South Beech Street.
On South Beech Street, from its intersection with West Coke Road to its intersection with East Carnegie Street.
(5) 
South Chestnut Street.
On South Chestnut Street, from its intersection with Carnegie Street to its intersection with Sherman Street.
(6) 
Sherman Street.
On Sherman Street, from its intersection with Live Oak to its intersection with South Beech Street.
(7) 
Sherman Street.
On Sherman Street, from its intersection with South Walnut Street to its intersection with South Beech Street.
(8) 
Sherman Street.
On Sherman Street, from its intersection with South Beech Street to its intersection with Live Oak Street.
(9) 
College Street.
On College Street, from its intersection with South Walnut Street to its intersection with South Chestnut Street.

(a) 
It shall be unlawful for any person to drive or operate any vehicle at a rate of speed in excess of twenty (20) miles per hour on certain streets designated with 20 mph speed limit signs.
(1) 
West Myrtle Street from South Post Oak to the west city limits.
(2) 
West Myrtle Street from South Mill Street to South Post Oak.
(b) 
Upon the basis of an engineering and traffic investigation heretofore made as authorized by the provisions of article 6701D, Vernon’s Texas Civil Statutes, the following prima facie speed limits indicated for vehicles are hereby determined and declared to be reasonable and safe, and such speed limits are hereby fixed at the rate of speed indicated for vehicles traveling upon the named streets and highways, or parts thereof, described as follows:
(1) 
On FM 515 from the west city limit to a point 0.360 mile east of the west city limit, the maximum rate of speed shall be 50 mph.
(2) 
On FM 515 from a point 0.360 mile east of the west city limit to a point 0.560 mile east of the west city limit, the maximum rate of speed shall be 45 mph.
(3) 
On FM 515 from a point 0.560 mile east of the west city limit to a point 1.501 miles east of the west city limit, the maximum rate of speed shall be 40 mph, except when so signed for school crossing the maximum rate of speed shall be 25 mph.
(4) 
On FM 515 from a point 1.501 miles east of the west city limit to a point 1.901 miles east of the west city limit, the maximum rate of speed shall be 45 mph.
(5) 
On FM 515 from a point 1.901 miles east of the west city limit to a point 2.581 miles east of the west city limit, said point being the east city limit, the maximum rate of speed shall be 55 mph.
