(a)
There is hereby adopted by reference the city land use plan, which shall be made a part hereof for all purposes.
(b)
Future zoning changes and capital expenditures and municipal operations shall be, insofar as is practical, consistent with the land use plan hereby adopted.
(c)
This section and the land use plan may be amended from time to time as circumstances and situations may mandate.
