Nothing in this code or the ordinance adopting this code shall be deemed to affect the validity of any ordinance:
(1) 
Dedicating, naming, establishing, locating, relocating, opening or vacating any street, alley or other public way;
(2) 
Relating to the improvement of any street or other public way;
(3) 
Authorizing or otherwise relating to municipal street maintenance agreements with the state; or
(4) 
Establishing street grades;
and all such ordinances are hereby recognized as continuing in full force and effect to the same extent as if set out in full in this code.

It shall be unlawful for any person to use any sidewalk or any portion thereof for advertising purposes or to cause marks, letters, drawings, figures or characters of any character whatsoever to be written or placed thereon with chalk, paint or any other fluid or substance whatsoever, or to paste any written or painted matter whatsoever on any sidewalk.

It shall be unlawful for any person to use any sidewalk or any part thereof for the purpose of coasting on or in sleds, carts, wagons or by other means.

Any person who shall displace and remove, from any street, avenue, alley or other public thoroughfare of this city, any sand or dirt, unless such displacement and removal is under the direction of the city engineer, shall be deemed guilty of a misdemeanor.

It shall be unlawful for any person to tack, nail or in any manner affix any sign of any kind or character upon any of the bridges or culverts within the corporate limits of the city. This section shall not apply to any sign authorized by the city council or any authorized agent or representative of the council.
