The inhabitants of the City of Paris, within the corporate limits
as now established or as hereafter established in the manner provided
by this Charter, shall continue to be a municipal body politic and
corporate in perpetuity, under the name of the “City of Paris.”

The municipal government provided by this Charter shall be known
as the “council manager government”. Pursuant to its provisions
and subject only to the limitations imposed by the state constitution
and by this Charter, all powers of the city shall be vested in an
elective council, hereinafter referred to as “the council”,
which shall enact local legislation, adopt budgets, determine policies,
and employ the city manager, who shall execute the laws and administer
the government of the city. All powers of the city shall be exercised
in the manner prescribed by this Charter, or if the manner be not
prescribed, then in such manner as may be prescribed by ordinance.

The city shall maintain a current, accurate map of its boundaries
in the manner required by state law.

The City of Paris shall be divided into seven single-member
districts for voting purposes only. The boundaries of each said district
shall be depicted on the official voting district map of the City
of Paris and shall be established in accordance with state and federal
laws as they may, from time to time, be amended.
