(a) 
The sewer and water tap rates for the customers of the city will be two thousand dollars ($2,000.00) for a sewer tap and two thousand dollars ($2,000.00) for a water tap.
(b) 
The water tap rates larger than a three-fourths inch tap for the customers of the city will be two thousand two hundred and fifty dollars ($2,250.00) for a water tap.
(c) 
The sewer tap rates larger than a four inch tap for the customers of the city will be two thousand five hundred dollars ($2,500.00) for a sewer tap.

(a) 
The deposit for customers establishing an account, who are renting a home, will be two hundred ten dollars ($210.00), and thirty dollars ($30.00) will be nonrefundable.

The deposit for customers establishing an account, who are homeowners, will be one hundred fifty dollars ($150.00), and thirty dollars ($30.00) will be nonrefundable.

(a) 
The late penalty for water bills paid after the 15th of each month will be $20.00.
(b) 
Reconnect fees for services turned off for nonpayment will be $50.00 during regular business hours and seventy-five dollars ($75.00) if service is turned back on after regular business hours.

(a) 
Surcharges for excessive water use.
(1) 
Residential customers.
Residential water customers shall pay the following surcharges:
$4.00 for the first 1,000 gallons over allocation.
$5.00 for the second 1,000 gallons over allocation.
$6.00 for the third 1,000 gallons over allocation.
$7.00 for each additional 1,000 gallons over allocation.
Surcharges shall be cumulative.
(2) 
Master-metered multifamily residential customers.
Customers billed from a master meter shall pay the following monthly surcharges:
$4.00 for 1,000 gallons over allocation up through 1,000 gallons for each dwelling unit.
$5.00 thereafter, for each additional 1,000 gallons over allocation up through a second 1,000 gallons for each dwelling unit.
$6.00 thereafter, for each additional 1,000 gallons over allocation up through a third 1,000 gallons for each dwelling unit.
$7.00 thereafter for each additional 1,000 gallons over allocation.
Surcharges shall be cumulative.
(3) 
Commercial customers.
Nonresidential commercial customers shall pay the following surcharges:
(A) 
Customers whose allocation is 1,000 gallons through 6,000 gallons per month:
$7.00 per 1,000 gallons for the first 1,000 gallons over allocation.
$8.00 per 1,000 gallons for the second 1,000 gallons over allocation.
$9.00 per 1,000 gallons for the third 1,000 gallons over allocation.
$10.00 per 1,000 gallons for each additional 1,000 gallons over allocation.
(B) 
Customers whose allocation is 6,000 gallons per month or more:
2 times the block rate for each 1,000 gallons in excess of the allocation up through 5 percent above allocation.
3 times the block rate for each 1,000 gallons from 5 percent through 10 percent above allocation.
4 times the block rate for each 1,000 gallons from 10 percent through 15 percent above allocation.
5 times the block rate for each 1,000 gallons more than 15 percent above allocation.
The surcharges shall be cumulative. As used herein, “block rate” means the charge to the customer per 1,000 gallons at the regular water rate schedule at the level of the customer’s allocation.
(4) 
Industrial customers.
Industrial customers shall pay the following surcharges:
(A) 
Customers whose allocation is 1,000 gallons through 6,000 gallons per month:
$7.00 per thousand gallons for the first 1,000 gallons over allocation.
$8.00 per thousand gallons for the second 1,000 gallons over allocation.
$9.00 per thousand gallons for the third 1,000 gallons over allocation.
$10.00 per thousand gallons for each additional 1,000 gallons over allocation.
(B) 
Customers whose allocation is 6,000 gallons per month or more:
2 times the block rate for each 1,000 gallons in excess of the allocation up through 5 percent above allocation.
3 times the block rate for each 1,000 gallons from 5 percent through 10 percent above allocation.
4 times the block rate for each 1,000 gallons from 10 percent through 15 percent above allocation.
5 times the block rate for each 1,000 gallons more than 15 percent above allocation.
The surcharges shall be cumulative. As used herein, “block rate” means the charge to the customer per 1,000 gallons at the regular water rate schedule at the level of the customer’s allocation.
(b) 
Reconnection charge:
$110.00, and any other costs incurred by the city in discontinuing service.
