A youth commission is hereby created for the city. The goals and objectives of the commission will be to respond to current situations affecting young persons and to develop solutions for problems, which will be presented to the mayor and city council and other interested organizations. The youth commission will further work toward unifying the youth of the city into a positive force for the good of the community.

Said youth commission will act as an advisory committee to the mayor and city council and other interested organizations. It shall consist of student members representing the nineth through twelfth grades. Students will be selected from the Plainview Independent School District and private schools and will serve on the commission until graduation. The youth advisory commission shall determine the selection method for new members with the approval of the city manager. A sponsor, selected by the city manager from the city staff, will be charged with keeping the commission focused on a predetermined agenda during regular meetings and assisting in reporting back to the city council.

Each member of the commission shall attend no less than 75% of the regular meetings called by the officers of the commission. Any representative failing to attend 75% of the regular meetings legally called during any calendar year without an excused absence, as determined by a majority vote of the board members, shall be automatically disqualified for service on the commission and shall be replaced by the youth advisory commission, with approval of the city manager. Should any member of the commission move from the city or otherwise become disqualified for any reason, he/she shall be deemed to have vacated the office.

There shall be no limit on the number of terms a member may serve, provided the member is reappointed by the city manager.
