(a) 
The parks advisory board shall consist of eight (8) residents of the city appointed by the mayor and city council. The mayor and each councilmember shall nominate one (1) individual. The nominees must be confirmed by the city council. The board shall select a chair and other officers as deemed appropriate.
(b) 
The eight (8) appointed members shall be voting members of the parks advisory board.
(c) 
The parks superintendent shall serve as secretary.

The duties of the parks advisory board shall include the following:
(1) 
Recommendations in regard to open space planning, parks, and recreation planning and/or the purchase, disposal, or trade of such lands;
(2) 
Recommendations involving the coordination of the comprehensive or master plans, or future plans, within the city parks department;
(3) 
Recommendations on any other matter pertaining to open space, parks, recreation, or land planning problems;
(4) 
Recommendations on priorities for spending funds. The board shall not lobby the city council for appropriations, but will merely make recommendations on how appropriated funds should be expended.
(5) 
Progress reports of the parks advisory board shall be submitted to the city council quarterly.

(a) 
Members of the parks advisory board shall hold office for staggered terms of four (4) years and until their successors are appointed. There shall be no limit on the number of terms a member may serve, provided the member is reappointed by the city council.
(b) 
Should any member of the parks advisory board move out of the city limits and cease to be a legal resident of the city, his/her office shall automatically become vacant and shall be filled in the manner provided above.

Each member of the board shall attend no less than 75% of the regular meeting called by the officers of the board. The secretary of the board shall make a quarterly report to the mayor and city council showing the attendance of each member of the board. Any representative failing to attend 75% of the regular meetings legally called during any calendar year without an excused absence, as determined by a majority vote of the board members, shall be automatically disqualified for service on the board and shall be replaced by the city council.
