(a) 
Adopted.
Airport minimum standards and regulations are hereby adopted and enacted as the minimum standards and regulations applicable to the Plainview-Hale County Airport and are attached to Ordinance 22-3727 as exhibit A, and incorporated herein as though set forth fully herein.
(b) 
Amendment.
The city council may amend the airport minimum standards and regulations by resolution as necessary.
(c) 
Penalty.
The manager of the Plainview-Hale County Airport may deny use of the airport for a period not exceeding fifteen (15) days for any person violating or refusing to comply with this section or the airport minimum standards and regulations that are a part of this section, or any portion thereof, pending a hearing by the Plainview-Hale County joint airport board. Upon such hearing, any person found in violation as noted above may be deprived of the further use of the airport and its facilities for a period of time as may appear necessary for the protection of life and property. Additionally, any person in violation of this section shall upon conviction be guilty of a misdemeanor and shall be fined any sum not exceeding $200.00 and each day that such violation continues shall be considered a separate offense and punishable accordingly. This section is cumulative of all other penalties for violation of federal, state, and local laws, rules, regulations, ordinances, and orders. Citation for violation or issuance of a violation ticket of any of the rules and regulations prescribed by this section may be made by any authorized law enforcement officer. The manager of the airport, the airport board, the county commissioners court, or the Plainview city council may request authorized law enforcement officers to investigate any suspected violation of this section.
