It shall be unlawful for any person to make any entrance or driveway, or otherwise remove any curb and gutter, without first obtaining a permit therefor from the city engineer.

It shall be unlawful for any person to willfully break, tear down, change or injure any curb or gutter or change the grade or plane of any sidewalk on, along, or by the side of any paved street in the city.

The provisions of chapter 106, 40th Legislature, the first called session, Acts of 1927, now known as V.T.C.A., Transportation Code, chapter 313, as amended, are hereby adopted by the city as controlling the establishment, construction and repair of street improvements within the city.

All streets, curbs and/or gutters and sidewalks, or extensions and appurtenances thereto, shall be constructed in accordance with plans and specifications as determined by the city engineer.

It shall be unlawful for any person to construct or build a culvert of wood or other temporary materials across any street gutter or drainageway.

It shall be unlawful for any person to interfere with or obstruct any public improvements authorized by the city council, the mayor or other city officials by means of threats, coercion, duress or any other method whatsoever, either directly or indirectly.

All work done or performed under the provisions of this article shall be done or performed in a good workmanlike manner. Such work shall not be accepted or approved by the city until the premises thereof have been cleaned and cleared of all debris, trash and rubbish which may have accumulated during such work.

It shall be the duty of the owner or occupant of premises within the city to keep the vegetation which grows upon or within an adjoining alley, easement, or other public way maintained in such a manner as to not constitute a nuisance or hazard.
