The provisions of this division prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.

The provisions of this division imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.

When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets described by ordinance.

When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours specified by ordinance on any day, except Sundays and public holidays, within the district or upon any of the streets described by ordinance.

Whenever any parking time limit is imposed or parking is prohibited on designated streets by this division or any ordinance of the city, it shall be the duty of the chief of police to direct the director of public works to erect appropriate signs giving notice thereof, and no such regulations shall be effective unless such signs are erected and in place at the time of any alleged offense.

It shall be unlawful for any person to cause, allow, permit or suffer any vehicle registered in the name of or operated by such person to be parked overtime or beyond the period of legal parking time established for any parking zone, street or portion of a street.

(a) 
Issuance of notice; amount of charge.
It shall be the duty of each parking patrol officer and any police officer of the city to issue a notice of overparking to the operator of any vehicle found to be overparked. The overparking notice shall be numbered and shall give the date it was issued and the license number of the vehicle that is overparked and shall be signed or initialed by the officer issuing the notice. The notice shall be delivered to the operator of the vehicle, or it shall be attached to the vehicle, and such notice shall notify the operator of the vehicle that the charge for overparking as set forth in the master fee schedule.
(b) 
Procedure if charge is not paid.
If the charge for overparking is not paid within twenty-four (24) hours, notice of the amount due for overparking shall be mailed to the operator or owner of the vehicle which was overparked. If the charge for overparking is not paid promptly after the mailing of said charges, a formal complaint charging the appropriate violation of this division shall be filed in the municipal court.
(c) 
Failure to give notice or mail charges.
Failure of any parking patrol officer or police officer or any other employee of the city to comply with the giving of notices or the mailing of charges as provided in this division shall not be a defense to the violation of any of the provisions of this division, and such duties are hereby declared to be administrative.

(a) 
Parking, stopping or standing of any kind of motor vehicle on that portion of the north side of U.S. Highway 70 (East 5th Street) between the intersection of U.S. Highway 70 (East 5th Street) and Milwee Street and the intersection of U.S. Highway 70 (East 5th Street) and Ronald Street, being the 1100 block of East 5th Street through the 1500 block of East 5th Street, inclusive, is prohibited.
(b) 
Parking, stopping or standing of any kind of motor vehicle on that portion of both the north and south sides of Industrial Boulevard from its intersection with the west right-of-way line of Joliet Street East for a distance of four hundred fifty (450) feet is prohibited.
(c) 
Parking, stopping or standing of any kind of motor vehicle on the east side of that portion of Smythe Street from 588 feet north of its intersection with the north boundary line of West 13th Street thence north for a distance of 392 feet north is prohibited.
(d) 
Parking, stopping or standing of any kind of motor vehicle on the east and west sides of that portion of North Quincy Street from its intersection with the north right-of-way line of West 24th Street to the south right-of-way line of Industrial Boulevard is prohibited.
(e) 
Parking, stopping or standing of any kind of motor vehicle on both I-27 frontage roads within the city limits is prohibited.
(f) 
Parking, stopping or standing of any kind of motor vehicle on the north and south sides of that portion of Southwest 3rd Street from its intersection with the east right-of-way line of Interstate 27 to the west right-of-way line of South Columbia Street is prohibited.
(g) 
Parking, stopping or standing of any kind of motor vehicle on the north side of that portion of Southwest Alpine Drive, east of its intersection with the east boundary line of South Columbia Street thence east for a distance of 143 feet, is prohibited.
(h) 
Parking, stopping, or standing of any kind of vehicle on that portion of the east side of the 2400 block of Joliet between the intersection of 24th Street and the intersection of 25th Street is prohibited.
(i) 
Parking, stopping or standing of any kind of motor vehicle on the east side of the portion of Independence Street from its intersection with 18th Street to its intersection with 20th Street between the timeframes of 7:00 a.m. to 8:30 a.m. and 3:00 p.m. to 4:30 p.m., Monday through Friday, is prohibited.
(j) 
Parking of vehicles on Quincy Street between S.W. 3rd (FM 3466) and 5th Street (U.S. 70) is hereby prohibited.
(k) 
Parking, stopping, or standing of any kind of motor vehicle on the east side and the west side of south Ennis Street from a point 580 feet south of said intersection of S.W. 3rd and South Ennis is prohibited.
(l) 
Parking or parking, stopping, or standing of any kind of motor vehicle on the east side of Xenia Street from West 24th Street northward to Dimmitt Road (U.S. 194) is prohibited.
(m) 
Parking, stopping, or standing of any kind of motor vehicle on the east side and the west side of South Ennis Street at the location of four feet on either side of the eight-foot wide marked crosswalk, including such marked crosswalk, between 4th Street and Kirchwood Drive. (See map attached to Ordinance 12-3577 depicting the location of such prohibited parking.)

(a) 
It shall be unlawful for any person owning or having control of any truck, bus, or trailer having a carrying capacity in excess of one ton or which is more than twenty (20) feet in length, or seven (7) feet in width, to park the same upon any street not designated as a truck route in the city or upon any street at a location that is within 100 feet of any single-family residence zone in the city; provided, however, the provisions of this section shall not be deemed to prohibit the parking of any truck, bus, or trailer on any street for the purpose of the actual loading and unloading of goods, wares, and merchandise when such vehicle is accompanied by the driver; and provided further, “loading” and “unloading” as used in this section shall be limited to the actual time necessarily consumed in such operation.
(b) 
Exemptions to this section are vehicles commonly known and used as recreational vehicles. These are, and may not be limited to include, motor homes, camping trailers and boats.
