The City shall have all powers possible for a city to have under
the constitution and laws of this State as fully and completely as
though they were specifically enumerated in this charter.
The powers of the City under this charter shall be construed
liberally in favor of the city, and the specific mention of particular
powers in the charter shall not be construed as limiting in any way
the general power granted in this charter or by the State.
The City may exercise any of its powers or perform any of its
functions and may participate in the financing thereof, jointly or
in cooperation, by contract or otherwise, with any one or more states
or any state civil division or agency, or the United States or any
of its agencies.
All inhabitants of the City of Plainview, Hale County, Texas,
within the corporate limits, shall constitute a body politic, incorporated
under the laws of the State of Texas, and to be known by the name
and designation of the “City of Plainview” with all rights,
powers, privileges, immunities, and duties herein granted and defined,
and as may be provided by any amendments of the Charter of the City
of Plainview.
