The comprehensive plan, including the future land use plan, thoroughfare plan and all the maps and elements contained therein, is hereby adopted by the city council as a long-range planning guide for the city, and it supersedes any previously existing comprehensive plan.

This plan is intended to constitute the comprehensive or master plan of the city for all matters related to long-range guidance relative to zoning decisions, land subdivision, thoroughfare construction and growth management.

(a) 
The planning and zoning commission shall review this plan annually and shall make recommendations that the city council may or may not adopt.
(b) 
The city council shall conduct a comprehensive review of the plan every three years.

The mayor shall affix his or her signature on an appropriate page of the comprehensive plan, that page to be determined by him or her, below the words “Official Plan,” below which will be placed the seal of the city.
