(a)
Building
permits are required within the city limits and when not prohibited
by state law on all property within the city’s extraterritorial
jurisdiction.
(b)
No
building or other structure shall be erected, moved, added to, or
structurally altered within the city limits or when not prohibited
by state law within the city’s extraterritorial jurisdiction
without a building permit therefor issued by the city. No building
permit shall be issued except in conformity with the provisions of
this chapter and all applicable construction codes of the city.
