(a) 
Adoption.
All of the terms, provisions and regulations of state traffic laws are hereby adopted as the terms for regulating traffic in the city limits. All ordinances, rules or regulations in conflict with the provisions of said law, unless expressly authorized therein, are hereby repealed, except such traffic regulations in the nature of additional regulations made heretofore by the ordinances of this city which are not in conflict with the provisions of said state traffic law.
(b) 
Penalty.
Any person violating any of the provisions of the state traffic laws adopted in subsection (a) of this section shall be guilty of a misdemeanor (unless such violation is by said act or other law of the state declared to be a felony), and upon conviction thereof shall be punished with a fine not to exceed $500.00.

(a) 
It shall be the general duty of the city manager to determine the installation and proper timing of traffic-control devices, to conduct engineering analysis of traffic accidents and to devise remedial measures, to conduct engineering investigations of traffic conditions and to cooperate with other city officials in the development of ways and means to improve traffic conditions, and to carry out the additional powers and duties imposed by this chapter and other ordinances of the city.
(b) 
The city manager, except as otherwise directed by this chapter and except as otherwise directed from time to time by the city council, shall have power and he or she is hereby authorized to regulate the operation and parking of vehicles within the corporate limits of the city, including private property used for public purposes, by the erection or placing of proper signs or markers indicating prohibited or limited parking, restricted speed areas, one-way streets, through or arterial streets, stop streets, prohibited or restricted turns, play streets, school zones, or angle parking, and other signs or markers indicating the place or manner of operating or parking vehicles. The city manager shall also have power and is hereby authorized to regulate the movement of pedestrians upon the streets and sidewalks of the city by the erection or placing of proper signs, markers, or crosswalks indicating the flow of pedestrian traffic. The city manager shall further have power and he or she is hereby authorized to cause all such necessary signs or markers to be erected or placed on any street or part of a street when he or she deems such action necessary.
(c) 
The city manager is further authorized to mark off traffic lanes on streets and parts of streets indicating and directing the flow of traffic when in his judgment such action is necessary.
(d) 
The existence of such signs or markers at any place within the corporate limits of the city shall be prima facie evidence that such signs or markers were erected or placed by and at the direction of the city manager and in accordance with the provisions of this chapter.
(e) 
Any person failing or refusing to comply with the directions indicated on any sign or marker erected or placed in accordance with the provisions of this chapter when so placed or erected shall be guilty of a misdemeanor.
(f) 
Provisions in this chapter vesting authority with the city manager shall be interpreted to vest such authority with any designee(s) of the city manager.

It shall be the duty of the police department of the city to enforce the provisions of this chapter and all state motor vehicle laws applicable within the city limits. Further, officers of the police department or such officers as are assigned by the chief of police are hereby authorized to direct all traffic by voice, hand or signal in conformance with traffic laws; provided that, in the event of a fire or other emergency or to expedite traffic or to safeguard pedestrians, officers of the police department may direct traffic as conditions may require notwithstanding the provisions of the traffic laws. Officers of the fire department, when at the scene of a fire, may direct or assist the police in directing traffic thereat or in the immediate vicinity.

(a) 
Definition.
Central business district.
The area encompassed by the following boundaries: beginning at the intersection of W. Beech Street and the Burlington Northern Santa Fe railroad tracks, thence west along Beech Street to its intersection with N. Colorado Drive, thence south along Colorado Drive to its intersection with W. Main Street, thence east along Main Street to its intersection with the Burlington Northern Santa Fe railroad tracks, thence north along the Burlington Northern Santa Fe railroad tracts to its intersection with Beech Street.
(b) 
Prohibition; parental responsibility; posting of signs on private property.
(1) 
It is unlawful for any person to use, operate or ride skates, roller blades, skateboards, manually propelled scooters or similar non-motorized rolling devices, or propel himself/herself or another on skates, skateboards, manually propelled scooters or similar non-motorized rolling devices, in the central business district.
(2) 
It is unlawful for a parent, natural or adopted, or court-appointed guardian or conservator of a child (hereinafter “parent”) under eighteen (18) years of age to allow or permit the child to use, operate or ride skates, roller blades, skateboards, manually propelled scooters or similar non-motorized rolling devices, or propel himself/herself or another on skates, skateboards, manually propelled scooters or similar non-motorized rolling devices, in the central business district.
(3) 
It is presumed that a parent allowed a child to use, operate or ride skates, roller blades, skateboards, manually propelled scooters or similar non-motorized rolling devices, or propel himself/herself or another on skates, roller blades, skateboards, manually propelled scooters or similar non-motorized rolling devices, in the central business district.
(4) 
Owners or managers of restaurants, businesses, professional buildings, churches, schools, or shopping centers may prohibit persons from riding in, riding upon, or in any manner operating any skates, roller blades, skateboard, scooters, or similar device upon sidewalks and parking lots of said premises. Owners or managers of these types of establishments may prohibit such activity by posting a sign bearing the following legend:
USE OF ROLLER SKATES, ROLLER BLADES, SKATEBOARDS, SCOOTERS, OR SIMILAR DEVICES ON THESE PREMISES IS UNLAWFUL. CITY OF CELINA CODE OF ORDINANCES, SECTION 12.01.004.
