The purpose of this article is to permit and authorize employees and other representatives of the city to make reports and send notices of conditions that they observe in the course of their normal duties on behalf of the city regarding violations of the Code of Ordinances of the city.

All employees, including the city secretary, and other designated representatives of the city are authorized to report to the city secretary violations that they have observed personally of provisions of the Code of Ordinances of the city.

Upon receipt of a report of violation of provisions of the Code of Ordinances of the city, the city secretary may issue a notice to the owner and occupant of the property on which the violation has been observed describing the violation, specifying the section of the Code of Ordinances being violated, and making demand upon the owner and occupant of the property that the violation be abated within a stated period of time.

Notice shall be accomplished by personal delivery, by certified mail, return receipt requested, or by delivery by the United States Postal Service using a signature confirmation service, giving notice to the owners and occupants of the property on which the observed violation exists. For purposes of determining the period of abatement, notice is deemed to have been given on the date that the notice is personally delivered or received from the United States Postal Service.

Upon expiration of the abatement period, the city may file a complaint or take whatever other legal action it deems appropriate to resolve the observed violation of provisions of the Code of Ordinances of the city.
