Texas state law together with the provisions contained in this chapter, shall be controlling in the regulation of traffic, motor vehicles and operators of motor vehicles in the city. Any amendments to any of said state acts or laws shall be effective in the city upon the effective date of such amendment but no amendment shall affect any violation arising prior to the effective date of such amendment. A violation of any of said acts, said state motor vehicle laws, or the provisions contained in this chapter for which the municipal court has jurisdiction shall constitute and be punishable as a violation of this Code of Ordinances. Each such violation shall constitute a separate offense.
