A parks and recreation board is hereby organized in accordance with chapter 332 of the Local Government Code of Texas in order to accomplish the following purposes:
(1) 
To serve in as advisory capacity to the city council on policy matters concerning the planning, acquisition, operation and use of parks, playgrounds and open spaces.
(2) 
To recommend policies on recreational programs.
(3) 
To perform such functions as may be duly delegated to it from time to time by the city council.

The parks and recreation board shall be composed of five (5) qualified residents of the city. They shall be appointed by a majority vote of the members of the city council at a regular or special meeting thereof. The city council will consider for appointment to the board only those persons who have demonstrated their civic interest, personal knowledge of the community, independent judgment, interest in parks and recreation program planning and availability to prepare for and attend meetings. It is the intent of the city council that members shall, by reason of diversity of their individual occupations, constitute a board which is broadly representative of the community.

(a) 
The parks and recreation board shall select, at its organizational meeting in August of each year, from its members a chair, vice-chair and secretary and establish the dates, time and place of its Regular Meetings. The Board may adopt, subject to the approval of the City Council, such rules and regulations for the government of its proceedings as it may deem proper.
(b) 
In the absence of the chair and the vice-chair, any member may be deemed the presiding officer by a quorum of the Board present at the meeting.
(c) 
The parks and recreation board shall be an advisory board to the city council.

(a) 
The board members shall serve two-year terms and shall be identified by place numbers one (1) through five (5). Terms for places 1, 3 and 5 of the board shall expire on the third Monday in August of each odd-numbered year and the terms for places 2 and 4 shall expire on the third Monday in August of each even-numbered year. The odd-numbered places shall expire in the odd-numbered years; the even-numbered places shall expire in the even-numbered years. The terms for Places 1, 3 and 5 shall be two-year terms beginning in 2021 and expiring in odd-numbered years thereafter; the terms for places 2 and 4 shall be one-year terms expiring in 2022 and expiring in even-numbered years thereafter.
(b) 
Vacancies shall be filled for unexpired terms by the alternate whose term runs concurrently with that of the vacancy to be filled. Newly appointed members shall be installed at the first regular board meeting after their appointment. Two (2) absences from meetings of the Parks and recreation board in a 12-month period shall be considered a voluntary resignation. The city council may remove a board member for cause on a written charge.
(c) 
Three (3) consecutive unexcused absences within a 12-month period shall be considered a voluntary resignation.

(a) 
Board members shall serve without compensation and without limit to number of terms or periods of service.
(b) 
A member of this board will not be eligible for reappointment after he/she has served three (3) consecutive terms until after they have taken a one-year hiatus. Board members may apply for another board or commission without taking a one-year hiatus. The city council may appoint members to additional terms past the term limit if no applications have been received to fill the vacancy.

If a replacement has not been designated upon the end of a member’s term, then that commission member shall continue his or her membership until replaced.

(a) 
Meetings.
Parks and recreation board meetings shall be held on an “as needed” basis at a time and place as determined by the board.
(b) 
Public character of meetings and actions.
All meetings of the board shall be of a public nature unless pertaining to matters of land purchase, security, personnel, or strictly legal matters. Unless in one of these categories, all meetings and actions of the board shall be public, and copies of the minutes shall be furnished by the city secretary. A printed agenda of items to be considered at each meeting shall be posted for public inspection at least three (3) days prior to the meeting.
(c) 
Report of the minutes.
The board shall submit to the city secretary, within seven (7) days following each regular, special or emergency meeting, a list of members absent, excused or unexcused from the meeting and a copy of the minutes of the meeting.
(d) 
Quorum.
A quorum for the conduct of business shall consist of three (3) members of the board.

(a) 
A motion may be made by any member other than the presiding officer.
(b) 
The chair may second a motion and will have the same voting privilege as any other commission member.
(c) 
A motion to approve any matter before the Board or to recommend approval of any request requiring council action shall require three (3) favorable votes. When fewer than all the members are present for the voting and when all motions fail to carry by three (3) votes, consideration of the motion shall be continued to the next Regular Meeting upon motion carried by a majority of those present. Failure of the board to secure three (3) concurring votes to approve or recommend approval at said next regular meeting shall be recorded in the minutes as a denial of the proposal under this rule.

A member shall disqualify himself from voting whenever he finds that he has a personal or monetary interest in the matter under discussion, or that he will be directly affected by the decision of the board.
