(a) 
If any vehicle is found upon any roadway in violation of any provision of this chapter regulating the stopping, standing or parking of vehicles, and the identity of the operator cannot be determined, the owner or person in whose name such vehicle is registered shall be held prima facie responsible for such violation.
(b) 
If the owner or person in whose name such vehicle is registered is a corporation, then the senior or managing officer of the corporation who resides in the city in which the vehicle is based shall be held prima facie responsible for such violation. If a vehicle is registered to a deceased person or to a nonresident of the city, but is being driven and operated by a person or by members of a family residing in the city, then said person or the head of the family shall be held prima facie responsible for such violation.

(b) 
No person shall move a vehicle not lawfully under his control in any such prohibited area or away from a curb such distance as is unlawful.
(c) 
The enumeration of any street or portion of a street in subsection (a) above shall not be construed to prohibit the parking area within the street right-of-way, provided such vehicles are completely removed from the traveled portion of the street between the primary curblines or gutter lines of such street.
(d) 
An exception to subsection (c) is provided for both sides of Golder Avenue from the extended north curbline of West 42nd Street north to the extended south curbline of West 46th Street, where parking shall be prohibited for the width of street from right-of-way line to right-of-way line in that particular place.

It shall be unlawful for any person to park a vehicle in the following zones designated for police and fire emergency vehicles unless such vehicle is a police or fire vehicle:
(1) 
5th Street, West.

It shall be unlawful for any person to park upon a street any vehicle displayed for the purpose of selling same.

It shall be unlawful for any person to park on any street any vehicle for the primary purpose of display advertising.

It shall be unlawful for the operator in charge or control of any vehicle which has an overall length of nineteen (19) feet or more, or any vehicle having a trailer attached thereto, to park the same in any parking zone or parking space established pursuant to this chapter; provided that this section shall not prohibit the parking of a motor truck for the purpose of loading and unloading as expressly permitted by section 12-3-11 of this chapter. The provisions of this section shall apply on all days and at all hours of both daytime and nighttime.

Except as otherwise provided in this code, by resolution of the city council, by lawful order of a city officer, or by authorized markings on a city street, any vehicle parked on any street within the city shall be parked parallel to the curb, and where a parking space is marked shall be parked wholly within the lines marked on the street for such parking space.

(a) 
It shall be unlawful for any person to stop, stand or park a vehicle or boat, whether attended or unattended, except when necessary to avoid conflict with other traffic or in compliance with law or the directions of a police officer or traffic-control device, in any of the following places:
(1) 
On a sidewalk;
(2) 
In front of a public or private driveway;
(3) 
In a crosswalk;
(4) 
Within fifteen (15) feet of a fire hydrant;
(5) 
On unpaved surfaces of an exterior front yard in zoning districts SF-E, SF-1, SF-2, SF-3, SF-4, SPD, 2F-1, 2F-2, GR, 4-F, MF-1, MF-2, MH-E, MH, and MU; unless otherwise stated in section 14-9-5.
(6) 
On a street where parking is prohibited on the street.
(b) 
It shall be a defense to this section if the vehicle stopping, standing or parking is a maintenance vehicle marked with the emblem or lettering of the governmental entity or utility while repairs are made in the street by a utility to its own equipment or facilities or by a governmental entity to its own equipment or facilities. It shall be a defense to subsection (a)(5) above, that the property is multi-family residential (apartment complex), or that the parking space is on original concrete strip parking.

It shall be unlawful for any person to park any vehicle upon a street in such a manner or under such conditions as to leave available less than twelve (12) feet of the width of the roadway for free movement of vehicular traffic. This restriction does not apply to alleys, which are restricted as provided in section 12-3-11.

(a) 
The traffic engineering department is hereby authorized to determine and designate the location of passenger and freight curb loading zones and shall place and maintain appropriate signs indicating the same and stating the hours during which the provisions therefor are applicable. Persons desiring a loading zone shall make application to the traffic engineering department. In determining whether a loading zone should be designated for any particular location, whether requested or not, the traffic engineering department shall consider the following matters:
(1) 
The availability to such location of other loading space from or in alleys, off-street parking lots or other access points;
(2) 
The width of the street involved;
(3) 
The amount of traffic ordinarily carried on the street involved;
(4) 
The nature and character of the businesses abutting the street involved and the nature and character of the merchandise, supplies or materials normally to be loaded and unloaded at the proposed location;
(5) 
The property use characteristics of the surrounding area; and
(6) 
Whether the proposed loading zone will create a traffic safety problem for any other reason.
(b) 
All alleys within the city are hereby designated loading zones, whether posted with “loading zone” signs or not.

(a) 
It shall be unlawful for the operator of any vehicle to stop or park such vehicle in a loading zone for any other purpose than the loading or unloading of passengers, merchandise, supplies or materials. It shall be unlawful for the operator of any vehicle stopped or parked in a loading zone to remain in such loading zone for a period of time in excess of two (2) minutes when passengers only are being loaded or unloaded. All loading and unloading of passengers, merchandise, supplies or materials shall be performed in an expeditious manner and no operator of a vehicle may stop or park such vehicle in a loading zone for a longer period of time than is reasonably necessary to load or unload the passengers, merchandise, supplies or materials involved. No loading zone shall be considered to grant any exclusive right to the owner of the property abutting the portion of the street upon which such loading zone is designated, but instead all loading zones shall be available to anyone who may have a need for loading or unloading in the immediate vicinity.
(b) 
It shall be unlawful for the operator of any vehicle to stop or park the vehicle in a loading zone or alley in such a manner that the vehicle impedes the passage of traffic unless the operator or other qualified person remains with said vehicle and moves it upon the request of any person reasonably needing to pass through the area so blocked.

The traffic engineering department is hereby authorized to determine and designate any special stop zones or stands such as taxicab stands, bus stops, school bus stops and bicycle stands. In determining the locations for any such special stop zones or stands, the traffic engineering department shall, insofar as practical, consider the criteria set forth in section 12-3-10. Any such special stop zones or stands shall be used exclusively by vehicles for which they are designated. It shall be unlawful for the driver of any vehicle other than a vehicle for which it is designated to stop or park in any such special stop zone or stand.
5th Street, West. South side of 5th Street from Washington Avenue to the alley east of Washington Avenue designated as Emergency Room Physician parking only.

Upon the direction of the chief of the fire department, the traffic engineering department is hereby authorized to designate the location of fire zones and fire lanes and shall place and maintain appropriate signs indicating the same. No person other than fire or police department personnel shall stop or park a vehicle within any such fire zone or fire lane. This section shall apply to all areas described in V.T.C.A., Transportation Code, section 684.011(c), as well as to streets and alleys.

(a) 
It shall be unlawful to park a recreational vehicle on a street in a residential zoning district for more than three (3) days in any 30-day period.
(b) 
In LC and LI zones, parking or storage of a recreational vehicle is prohibited on any street or sidewalk in front of any property developed for residential use.
(c) 
It shall be unlawful for any recreational vehicle to block any public right-of-way or sidewalk.
(d) 
For the purposes of this section, the term “recreational vehicle” shall include any vehicular portable structure designed for a temporary or short-term occupancy for travel, recreational, or vacation uses. Such vehicles shall include self-propelled recreational vehicles, travel trailers, converted buses, tent trailers, motor homes, or similar devices used for temporary portable housing.
(e) 
For the purposes of calculating the number of days a recreational vehicle has been parked on a street in a residential zoning district under subsection (a), any portion of a day shall constitute one (1) full day.
(f) 
All recreational vehicles as defined in this section must be parked in accordance with all other applicable codes and ordinances. This section does not create any new rights to park any vehicle in a location prohibited by another code or ordinance.

(a) 
It shall be unlawful for any person to park any commercial or noncommercial vehicle, trailer, or boat in an undeveloped lot, including a lot designated or reserved as a drill site, on an unpaved surface or any surface not constructed for parking, in zoning districts SF-E, SF-1, SF-2, SF-3, SF-4, SPD, 2F-1, 2F-2, GR, 4-F, MF-1, MF-2, MH-E, MH and MU.
(b) 
Prior to issuing a citation for a violation of this section, notice must be provided as hereby described.
(c) 
Notice of violation must be placed in a conspicuous location on the vehicle, trailer, or boat and be personally delivered or sent by letter addressed to:
(1) 
The last known registered owner of the vehicle, trailer, or boat; and
(2) 
The owner or occupant of the property on which the violation is located.
(d) 
The notice must state:
(1) 
The nature of the violation and its location; and
(2) 
That the violation must be abated or removed within ten (10) days.
(e) 
If the notice is returned by the United States Postal Service as “refused” or “unclaimed,” the validity of the notice is not affected, and the notice is considered as delivered.
(f) 
In a prosecution under this section, it shall be an affirmative defense that the owner of the vehicle, trailer, or boat is also the owner of the undeveloped lot.

Parking of commercial motor vehicles shall comply with the following provisions:
(1) 
It shall be unlawful for any person to park or store, or allow to be parked or stored, any commercial motor vehicle upon any public street, alley, parkway, boulevard, public place, public right-of-way or railroad right-of-way within the corporate limits of the city.
(2) 
In this section, a “commercial vehicle” shall be a vehicle over 1-1/2 tons or 17,000 pounds gross vehicle weight rating, combined gross vehicle weight rating or 32' in length, and the court may take judicial notice of an owner’s manual, dealer brochure and other such similar informational literature, which may constitute a prima facie presumption of the size and weight of the vehicle. This presumption is rebuttable and shall have the effects and consequences set forth in section 2.05 of the Texas Penal Code.
(3) 
This section is not intended to apply to and it shall be an affirmative defense under this section that the commercial motor vehicle is:
(A) 
Parked or standing in such zoned areas for the purpose of expeditiously loading and unloading passengers, freight or merchandise;
(B) 
Street construction equipment, maintenance and repair equipment or trucks, rollers and implements, equipment trailers or vehicles used by public service utility companies engaged in repairing or extending public service utilities when used, or intended for use, in the general vicinity;
(C) 
Experiencing mechanical difficulties or defects and are receiving emergency repairs, or are parked in line awaiting repairs or maintenance outside from a business that provides such repairs or maintenance if the driver remains with the vehicle;
(D) 
Parked upon an approved parking surface within an area zoned industrial according to the city zoning ordinance or is parked at a lawfully zoned business establishment, wherein such commercial vehicle is utilized as an integral part of such lawfully zoned business;
(E) 
A passenger bus parked on a parking lot in an area designated by the owner of the parking lot for the parking buses, and with the consent of the owner, during such period as the bus passengers are attending an event at a facility zoned for such activities, or are customers at a retail center, or, in the case of a hotel or motel, during such periods of time that the bus passengers are customers of the hotel or motel;
(F) 
Parked in a designated area at an exhibit or exhibition hall, convention center, entertainment, or similar facility when the commercial vehicle is involved in the delivery and removal of equipment, products, merchandise, livestock or other items to and from the facility;
(G) 
A truck or trailer no greater than twenty-six (26) feet in length, bumper to bumper, being driven by an individual who has rented the vehicle from a commercial business for the purpose of transporting his personal property from one location to another, and parked for less than 24 hours at a motel or hotel while the driver of the vehicle is a customer of the hotel or motel; or
(H) 
Parked in a truck parking area at a motel or hotel within the city that has been specifically approved for truck parking.
