A. 
All previous ordinances of the Borough of Sinking Spring pertaining to the regulation of traffic and parking are hereby repealed.
B. 
The repeal of ordinances provided for in Subsection A above shall not affect or prevent the prosecution or punishment of any person for any act done or liability incurred in violation of any ordinance or regulation in force immediately prior to the taking effect of this Part 1.
C. 
The provisions of this Part 1, insofar as they are the same as those of ordinances and regulations in force immediately prior to the enactment of this Part 1, are intended as a continuation of such ordinances and regulations and not as new enactments.

A. 
Violations generally. Unless another penalty is expressly provided by the Pennsylvania Vehicle Code,[1] or except as hereinafter specified, every person convicted of a violation of a provision of this Part 1 or any supplement thereto shall, upon being found liable therefor, pay a fine of not more than $600, plus court costs and reasonable attorneys' fees incurred by the Borough in the enforcement proceedings.

B. 
Parking violations. Any person violating the provisions of Article IV of this Part 1 shall, upon conviction, be guilty of a summary offense and be sentenced to pay a fine not exceeding $50 and costs of prosecution; provided, however, that if the notice of violation is returned to the Police Department in the Borough Hall within 24 hours from the time when the notice was given and the sum of $5 is paid to the officer in charge, such payment shall be deemed full satisfaction of such violation.
