It is the purpose and intent of this division to provide for
the appointment and qualifications of the recorder of the municipal
court of the city, as provided in V.T.C.A., Government Code section
29.004.

The recorder of the municipal court shall be a qualified elector
and does not necessarily reside within the corporate limits of the
city.

(a)
The
recorder of the municipal court shall be appointed by the city council
and serves until his/her successor is duly appointed and qualified
by the city council.
(b)
Appointments
for the recorder of the municipal court may be made by ordinance,
resolution or by motion duly made and seconded and in any event, of
course, passed by the majority vote of the city council present at
such meeting at which appointment is made.
