The salary of the mayor may be set from time to time by the city council.

The mayor may declare an emergency for a period of seven days, but in no event shall it extend beyond that period unless the city council concurs. This emergency declaration may occur under any condition authorized by state law and the city may exercise any and all powers provided for therein.
