(a) 
There is hereby created and established for the city a planning and zoning commission, which shall be composed of seven members. All members of the city council and the mayor shall be ex-officio members.
(b) 
The seven members shall be qualified voters and residents of the city. They shall be appointed by the mayor, subject to the confirmation of the city council, for a term of two years. All vacancies shall be filled for the unexpired term in the same manner as provided for the original appointments. All expired terms shall be filled for terms as provided for the original appointments and in the same manner prescribed.
(c) 
Members of the commission may be removed by the mayor, with the consent of the city council, after public hearing and for cause assigned in writing. The members of this commission shall serve without compensation.

(a) 
The planning and zoning commission shall elect a chairperson and vice-chairperson from its membership. It shall have the power to make rules, regulations, and bylaws for its own government, which shall conform as nearly as possible with those governing the city council, and the same shall be subject to the approval of the city council.
(b) 
Such bylaws shall include, among other items, provisions for:
(1) 
Records of its proceedings, which shall be open to the public for inspection;
(2) 
Reporting to the city council and the public from time to time and annually on the matters handled by the commission;
(3) 
Regular and special meetings shall be open and in compliance with the open meetings laws for the state; and
(4) 
The holding of public meetings on its recommendations to the city council.

The planning and zoning commission shall have the power and it shall be its duty to make and recommend for adoption a master plan, as a whole, or in parts, for the future development and redevelopment of this municipality and those areas within its extraterritorial jurisdiction, and shall have power and it shall be its duty to prepare a comprehensive plan and ordinance for planning and zoning of the city in accordance with Texas Local Gov't Code section 211.001 et seq., as amended. The commission shall perform such other duties as may be prescribed by state law or ordinances passed by the city council.
