(a) A
parks and recreation board is hereby created with only the powers,
duties and responsibilities authorized to it by the city council,
as may be amended from time to time.
(b) The
parks and recreation board shall consist of five members.
(c) The
board shall, at their first meeting, elect by nomination and majority
vote a chairperson and vice-chairperson who shall serve in that capacity
until the city council considers appointments or reappointments to
the board each October.

(a) The
board will meet once a month in open session, post official agendas
consistent with the Open Meetings Act, and keep official record of
the minutes of the meeting.
(b) The
board is an advisory board and shall make recommendations for policies,
programs, procedures, goals and objectives to the city council relative
to park and recreational needs of the city.
(c) The
board is established for the purpose of identifying the park and recreational
needs of the city and assisting in the planning process for parks,
recreation facilities and programs.
(d) The
board will assist in the promotion of park use and recreational program
participation and the recruitment of volunteers and solicitation of
voluntary contributions.
