(a)
Generally.
Where no special hazard exists that requires lower speed for compliance with section 11.04.051, the speed of any vehicle not in excess of the limits specified in this section or established as hereinafter authorized shall be lawful, but any speed in excess of the limits specified in this section or established as hereinafter authorized shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful.
(b)
Speed zones established.
Upon the basis of an engineering
and traffic investigation heretofore made as authorized by the provisions
of Texas Transportation Code section 545.356, the following prima
facie speed limits hereafter indicated for vehicles are hereby determined
and declared to be reasonable and safe, and such speed limits are
hereby fixed at the rate of speed indicated for vehicles traveling

Collective authority for stop sign placements is given to the streets superintendent, chief of police and city manager, consistent with and by authority of section 11.03.010 and in accordance with section 26, Regulatory Signs, of the MUTCD of the state.
(b)
Authorization is given to direct and cause the street division, municipal
services department, to erect and locate the stop signs upon the collective
decision of the streets superintendent, fire chief [chief of police]
and city manager.
