The terms of office of the mayor and city council shall be two (2) years.

(a)
The city council shall be elected in numbered places from place one (1) through place five (5).
(b)
Upon passage and approval of the ordinance codified in this section, the members of the council shall draw numbers designating their respective places.
(c)
All elections shall be conducted for each place and each candidate for membership on the city council shall specify the place for which he or she is seeking.
