It shall be unlawful for any person, firm or corporation to violate any provision of this division. Any person, firm or corporation violating the provisions of this division shall, upon conviction, be subject to a fine of not more than two hundred dollars ($200.00). Each day the violation continues shall constitute a separate offense and is punishable as such.

All buildings and structures, and all lots, tracts or parcels of land abutting on any dedicated street or avenue, shall be numbered.

(a) 
Every building and structure, now or hereafter erected, located within the corporate limits of the city shall display its assigned city service address in such a position as to be plainly visible and legible from the street fronting such building or structure.
(b) 
The term “city service address” used herein shall refer to the house number assigned to such property by the city secretary. A lot which contains multiple buildings or multiple units, suites or offices within a single building will be assigned unit or suite numbers as a part of the city service address.

The baseline for all numbering on streets running east and west shall be Lake Shore Drive. The baseline for all numbering on streets running north and south shall be U.S. Highway No. 80/180.

All lots or parts of lots, houses, and/or structures located on those portions of any street extending north or south and being north of U.S. Highway No. 80/180 shall be known and designated as “North,” and all south of U.S. Highway No. 80/180 shall be known and designated as “South.”

All lots or parts of lots, houses and/or structures located on those portions of any street extending east of Lake Shore Drive shall be known and designated as “East,” and all west of Lake Shore Drive shall be known and designated as “West.”

Prefixes shall be placed before the proper name of each street, such as “North Lake Shore Drive or “East U.S. Highway 80/180.”

Buildings fronting streets running north and south and east and west shall be numbered from their respective baselines. Such numbers shall be one hundred (100) at the baseline and not exceed the number one hundred ninety-nine (199) at the end of the first block, either north or south, or east or west, of the respective baselines. Such system shall be followed in numbering all the streets within the city.

Blocks and streets shall be numbered in accordance with the latest official street numbering map of the city. The map shall be kept current by the city secretary. Any block located upon streets which do not intersect the baseline shall bear the “hundred” number of the corresponding block nearest the same location which does intersect with the baseline.

In each block, each five hundred twenty-eight (528) feet of frontage shall be deemed the unit for determining the last figure of the number to be used. From the corner of each block nearest its respective baseline, each one hundred (100) feet of frontage shall be given a separate number. Fractions may be used if necessary to designate a building located on a fractional part of a hundred-foot frontage.

In case of doubt or if a question arises as to the proper number to be assigned to any lot or building, the city secretary shall decide the question and fix the number of such lot or building.

The number plate placed upon any building shall be metal or wood, or the number may be painted on the front of the building, door, post, transom, or other place. The number shall be at least five inches in height and so as to be easily seen from the street. If the house or structure is not in plain view of the street, the number shall be affixed to the mailbox or on the curb. If the owner or tenant of any building shall fail, refuse or neglect to place the number or replace the same when necessary, the city secretary may cause a notice to be personally served on said owner or tenant or mailed by certified mail to his/her last known address, ordering him/her to place or replace the number. Said owner or tenant shall comply with such notice within ten (10) days from the date of service.
