(a)
Pursuant to the authority granted by chapter 221, Texas Health and Safety Code, as amended (the “act”), and specifically by section 221.011(b) thereof, this city council desires to authorize the creation of a nonprofit corporation (the “corporation”) to act on its behalf in acquiring, constructing, providing, improving, financing, and refinancing health facilities, as defined in the act, in order to assist the maintenance of the public health, with powers, among others, to issue bonds and otherwise borrow money at tax-exempt interest rates to the extent permitted by the Internal Revenue Code, as amended, and to loan such money to providers of health care service in order to finance the acquisition, construction, and improvement of facilities found by the board of directors of the corporation to be required, necessary, or convenient for health care, research, or education.
(b)
The corporation may exercise the powers granted in the act for such purposes as may be consistent with the act and subject to the approval of the city from time to time.
