Any person violating any of the provisions of this division shall be deemed guilty of a misdemeanor and upon conviction shall be fined as provided in section 1.01.009 of this code.
The maximum prima facie reasonable and prudent speed limit on all streets, highways, roads, and thoroughfares within the corporate city limits shall be thirty (30) miles per hour unless a different maximum speed limit is posted.
The maximum prima facie reasonable and prudent speed limit on all interstate highways within the corporate city limits shall be seventy (70) miles per hour.
No person shall drive a motor vehicle upon the public roads at a speed greater than is reasonable and prudent under the conditions and having regard for actual and potential hazards then existing on such roads. A speed in excess of the speed limits established by the city shall constitute prima facie evidence that the speed is not reasonable and prudent and that the speed is unlawful.

The chief of police is hereby duly authorized to post signs on the streets, highways, roads, and thoroughfares as may be necessary to place the public on notice of such speed zones as designated by this division.
