There is created an engineering department. The city manager shall appoint a competent and duly licensed engineer who shall be known as the city engineer. The duties of the city engineer shall be inclusive of those responsibilities specified in state and federal laws and local ordinances along with such other duties as assigned by the city manager.

The city engineer shall be a licensed and registered engineer with the state board of registration and professional engineers.

There shall be such number of assistant city engineers as may be authorized by the city council if and when the need arises therefor. Such assistant city engineers shall be authorized to act for and on behalf of the city engineer.
