At the first election to be held on the first Tuesday of April, 1962, the five aldermen shall be elected by places, numbered one (1) through five (5). The aldermen elected to places numbered two (2) and four (4) shall serve for a period of one year and the aldermen elected to the remaining numbered places shall serve for a period of two (2) years. Thereafter, the council members shall be elected to a term of two years, the even-numbered places being up for election at the regular city election in 1963 and each odd-numbered year thereafter and the odd-numbered places being up for election at the regular city election in 1964 and each even-numbered year thereafter.
