(a)
It shall be unlawful for any person to construct, install or cause to be installed any plumbing without first securing a permit therefor, except as otherwise provided in subsection (d) of this section.
(b)
It shall be unlawful for any person to make any extension to any lines or pipes using water from city water mains, whether within or without the corporate limits of the city, or to add any pipes or to change any pipes or lines from a water line, apartment, house, premises, or meter, without first securing a permit for such changes, except as otherwise provided in subsection (d) of this section.
(c)
Permits shall be required for the replacement of water heaters.
(d)
No plumbing permit shall be required to do minor repairs, such as the maintenance, repair or replacement in kind of the following:
