(a)
The maximum legal speed limit of all vehicles in the city limits is to be 20 miles per hour.
(b)
Any person who violates any provision of this section or who shall neglect to comply with the terms hereof shall be deemed guilty of a misdemeanor, and shall on conviction thereof be fined in any amount not less than $1.00 and not more than $200.00.
