For the purpose of this article, the following definitions shall
apply, unless the context clearly indicates or requires a different
meaning:
Commercial building.
Any building used in whole or in part for any trade or business,
or for any commercial purpose, but the term “commercial building”
shall not include any building used for residential or lodging purposes.
Commercial unit.
The portion of any commercial building that is used by any
corporation, partnership, association or sole proprietorship which
does not occupy the entire building.
Identifying number.
The address number assigned by the city, or, where no such
number has been assigned by the city, any number, letter, or number
and letter combination which is distinct from any such number, letter
or number and letter combination used on the same premises.
Lodging unit.
Any room, other than one in a residential unit, which is
generally used for sleeping purposes.
Multifamily dwelling unit.
All apartment complexes and other multifamily dwelling units
consisting of 8 or more individual living units.

All buildings, including residences, fronting on any street
or alley within the city or within the city’s extraterritorial
jurisdiction shall be numbered in some conspicuous place visible from
the street by the owner or occupant thereof according to the map produced
by the city for such purpose and on file in city hall, all odd numbers
being on one side of the street and all even numbers on the other.

(a) Any
person owning or controlling any real property whereon is situated
a residence, business or other commercial property within the city
or within the city’s extraterritorial jurisdiction shall place,
or cause to be placed, street address numbers in the front of such
residence or business and, where there is an alley, in the rear of
the residence or business so as to be visible from the street fronting
such residence or business and from the alley to the rear of such
residence or business.
(b) All
street address numbers placed pursuant to this article shall be a
minimum of four inches in height.
(c) The
numbers revealing the address of a residential unit under this article
shall either be reflective or illuminated by at least a 20-watt lightbulb
and shall be easily visible from the street.
(d) Any
person(s) within the city desiring to have a new number assigned to
their building shall first apply to the city for the proper number,
and any person failing or refusing to put the proper number on his
building or putting the wrong number thereon, or failing or refusing
to comply with any other requirement of this article, shall be deemed
guilty of a misdemeanor.

(a) All
multifamily dwelling units shall provide separate numbering or lettering
on each individual living unit. Such numbering or lettering shall
be at least four inches in size, made of a reflective material, and
be sufficiently illuminated so that the numbers are easily viewed.
Buildings consisting of more than two individual living units shall
have a building number to be located in a conspicuous location. Such
number shall be at least four inches in size and of a reflective material.
(b) All
multifamily dwelling units shall provide at least one diagram showing
the location of each building and the number of living units located
in such building in a conspicuous place within the multifamily dwelling
complex. The location of such diagram showing the building and the
numbers of the living units located in such buildings shall be identified
by a blue light which will be clearly visible to anyone entering such
complex. The diagram of the buildings and the living units shall be
enclosed in a weatherproof facility.

The numbering of buildings shall be done at the cost and expense
of the property’s owners, and the installation of the system
of street numbering to be under the supervision of the city.

(a) It
shall be the responsibility of each owner of the property and of each
person having control over the property to ensure that any number
required to be posted and maintained on such property is so posted
on such property at all times.
(b) Any
person violating any of the provisions of this article shall be deemed
guilty of a class C misdemeanor upon conviction in municipal court
and shall be fined, except as otherwise provided herein, in a sum
not to exceed five hundred dollars ($500.00) for each offense, and
a separate offense shall be deemed committed upon each day during
or on which a violation occurs or continues.
