All new water customers shall be required to pay a deposit to the city before water service will be provided. The amount of required deposit is as provided for in the fee schedule found in appendix A of this code. Upon the termination of utility service, the deposit will be applied against any unpaid water, sewer and trash pickup charges, and the balance, if any, will be refunded to the customer.

All charges for water service, sanitary sewer service and garbage pickup service to each customer will be included on one (1) bill and such bill must be paid by 5:00 p.m. on or before the 15th day of the following month, or, if the 15th of the following month is not a regular business day, on or before such time on the first (1st) regular business day after the 15th day of such month. If not so paid, the bill becomes delinquent and an additional late charge as provided for in the fee schedule found in appendix A of this code will be added to the bill and will become immediately due and payable. At any time after the 20th day of a month after the month when said services are provided, if the total bill (including the late charge) for such services is not paid in full, water services and/or garbage service may be disconnected or discontinued at the discretion of the city manager or city secretary. In the event of disconnection of water services, the city shall charge a reconnection fee as provided for in the fee schedule found in appendix A of this code before service is restored. The reconnection fee shall be as provided for in the fee schedule found in appendix A of this code for the second and subsequent times that service is disconnected for failure to pay for services.

The rates as provided for in the fee schedule found in appendix A of this code will be charged for water service.

A charge as provided for in the fee schedule found in appendix A of this code will be made for the installation of a new water tap and a three-quarter inch (3/4") water meter. Any customer desiring or requiring a meter larger than a 3/4" meter will be charged the difference between the cost of a 3/4" meter and the larger meter installed plus a charge as provided for in the fee schedule found in appendix A of this code.

A collection services fee of 30% shall be added to each account for collection by a collection agency if such account is delinquent for at least thirty (30) days.
