All persons supplied with water by the city shall be billed
monthly for each of twelve (12) calendar months according to the following
established monthly rates and charges.
(1) Water rates inside city limits.
(A) Residential.
(i) Monthly base rate (minimum bill) for up to 2,000 gallons: $55.00.
(ii) Price per 1,000 gallons over 2,000 gallon minimum: $5.60.
(B) Commercial.
(i) Monthly base rate (minimum bill) for up to 2,000 gallons: $60.00.
(ii) Price per 1,000 gallons over 2,000 gallon minimum: $5.60.
(2) Bulk water rate to others. Bulk water provided to individuals
or small businesses shall be charged at a wholesale bulk rate of $10.00
per 1,000 gallons (1,000 gallons minimum). The maximum that can be
obtained within seven (7) days is 5,000 gallons. Long-term bulk water
needs will require approval from the city manager.
(3) Any
water meter serving multiple occupancy units such as apartment complexes
or mobile home parks shall be charged the base water rate for each
occupancy unit being served by the meter. For example: if four occupancy
units are served by one meter, the account will be billed monthly
for four (4) base water rate charges plus the per thousand gallons
charge for water usage in excess of 8,000 gallons.
(4) Compound
meters will be charged one base water rate at $55.00.

The following rate will be charged for water taps:
(1) Residential
water tap: $1,500.00.
(2) Commercial

The following rate will be assessed for a water transfer fee:
Water transfer fee: $25.00.

All persons connected to both the water and sewer system shall
be billed monthly for each of the twelve (12) calendar months based
on the amount of water supplied by the city according to the following
established monthly rates and charges. The amount billed for sewer
service each month to each occupancy unit connected to the sewer system
shall be the base sewer rate shown below plus the amount of water
supplied as shown by the water meter, estimated usage or flat rate
service if applicable. Sewer rates inside city limits:
(1) Residential.
(A) Monthly base rate (minimum bill) for up to 4,000 gallons: $29.60.
(B) 4,001 to 25,000 gallons: $39.60 per month.
(C) 25,000 gallons or more: $39.60 plus $1.30 per thousand gallons thereafter.
(2) Commercial.
(A) Monthly base rate (minimum bill) for up to 6,000 gallons: $39.60.
(B) 6,001 to 10,000 gallons $56.60 per month.
(C) 10,001 gallons or more: $56.60 per month plus $2.60 per thousand
gallons thereafter.
(3) Multiple
occupancy units.
Any sewer connection associated with
a water meter serving multiple occupancy units, such as apartment
complexes or mobile home parks shall be charged the commercial base
sewer rate for each occupancy unit being served. For example: if four
(4) occupancy units are served by one meter, the account will be billed
monthly for four (4) base rate sewer charges plus the per thousand
gallons commercial sewer rate charge for water usage in excess of
25,000 gallons.

(a) Extensions
to property outside city limits.
The owner or owners
of land or lots adjacent to the city and lying outside the city limits,
and not being in another incorporated town or village, desiring water
services may have such facilities, provided all cost of the extension
necessary to serve the particular property, such costs to include
both materials and labor, is borne by the parties desiring such service,
and further provided that said party or parties pay to the city a
connection fee of two hundred dollars ($200.00) per tap, and further
provided that a subsequent connection fee of two hundred dollars ($200.00)
per tap for each user outside the city limits that is connected is
paid to the city. No refunds will be made at any time for water lines
constructed or connected to serve property outside the city limits.
No extension shall be made outside the city limits except by approval
of the city council.
(b) Extensions
to property inside city limits.
In addition to any other charges or costs provided for in section
13.04.059 of the Code of Ordinances, any party desiring an extension of water lines to property located within the city limits shall pay the standard application fee of one hundred fifty dollars ($150.00). This application fee is subject to review and revision from time to time by the city council.

(a) All
residents of the city who pay the proper garbage and sewer fees included
on their monthly water bill shall have free use of the sewage plant
facilities for waste disposal. Any person that does not pay these
monthly fees shall be required to purchase a permit for the privilege
of using these facilities. The permit shall be valid from January
1 to December 31 of each year and the permit holder shall be charged
according to the amount of wastes disposed.
Sewage treatment plant disposals, all amounts: $25.00
per load.

(b) Upon
entering the sewage treatment plant, either a permit or a currently
paid water bill must be presented to the operators to gain entrance
for dumping waste.

The following rate will be assessed for the prairielands groundwater
conservation district fee, to-wit:
Based on number of connections the fee is $1.50 per month per
connection.
