There is hereby created the citizen’s community planning group.

The citizen’s community planning group will develop and annually review a community project list consisting of projects such as parks, libraries, city halls, etc., for the purpose of making recommendations to the city council on an annual program.

The committee shall consist of twenty-two members. Twenty-one committee members shall be appointed by the city council. One member shall be appointed by the city manager.

Terms of office of committee members shall be for two years, and the terms shall be staggered. Appointments shall be made before the 15th of January each year, or as soon as possible thereafter.

The committee shall hold as many meetings as necessary to conduct its business. A majority of the members of the board shall constitute a quorum for the transaction of business. All meetings of the board shall be open to the public and posted in accordance with state law.

It shall be the duty of the committee to make a report to the city council of its recommendations for proposed capital improvements for the upcoming year.
