A $3.00 fee for municipal court building security shall be collected on all misdemeanor convictions.

The qualified uses of the money collected shall be in accordance with Vernon’s Ann. C.C.P. art. 102.017, including metal detectors, identification systems, security personnel, security hardware, safety training, and continuing education on security issues for the court and security personnel.

This article shall apply to convictions of offenses committed on or after September 1, 1997.

The city council shall approve expenditure of the funds collected from the building security fee.
