Every privately owned public utility operating within the corporate limits of the city is hereby required to comply with every regulation and ordinance of the city currently in force and effect, and as same may be amended, concerning the construction, installation, operation, and maintenance of its plants, structures, equipment and lines. The city council deems compliance with these ordinances and regulations by privately owned public utilities necessary to protect the public.
