Any person who is not an authorized employee or agent of the city shall not:
(A)
Connect, disconnect, engage, or disengage the water supply and distribution system of the city to or from any property or the water storage or distribution facilities of any property within the city.
(B)
Install, remove, engage, disengage, or manipulate in any manner any water meter in the city’s water supply and distribution system within the city.
