(a) 
Hours of operation.
(1) 
The year-round hours of operation of the George Scott Memorial Park and Upchurch Fields shall be 7:00 a.m. to 10:00 p.m.
(2) 
Unless otherwise authorized by the city administration, the normal hours of operation of the George Scott Memorial Park and the Upchurch Fields may be amended, from time to time, by ordinance of the city council.
(b) 
Dogs and cats.
No person owning, possessing, or harboring any dog or cat, excluding service dogs, shall permit such dog or cat in the park at any time. The animal services officer, chief of police or any authorized representative may pick up and impound any dog or cat found within the George Scott Memorial Park and Upchurch Fields.
(c) 
Enforcement.
The city police department shall have responsibility for enforcement of the provisions of this section and shall issue citations to violators as deemed necessary.
(d) 
Penalty.
Any person violating any of the provisions of this section shall be deemed guilty of a class C misdemeanor and fined in accordance with provisions of state law for class C misdemeanors.

(a) 
Surface protection.
No person, firm, organization, company or any entity may drill for any petroleum products or conduct any mining activities of any kind on the surface of any city park land property, including but not limited to, the George Scott Memorial Park and the Upchurch Fields. This prohibition shall include any and all sand, gravel and stone extraction and storage and other mining operations and activities, and shall include any and all petroleum product extraction and storage and drilling operations and activities.
(b) 
Enforcement.
The city police department shall have responsibility for enforcement of the provisions of this section and shall issue citations to violators as deemed necessary.
(c) 
Penalty.
Any person violating any of the provisions of this section shall be deemed guilty of a class C misdemeanor and fined in accordance with the provisions of state law for class C misdemeanors. In addition to the penalty prescribed in this section, the city may pursue other remedies such as abatement of nuisances, injunctive relief, and revocation of licenses or permits, in any manner allowed by law, in order to achieve the purposes of this section.

(a) 
Possession and/or consumption of alcoholic products on the premises of any city park or park building is prohibited.
(b) 
Smoking of any kind, including the use of E-cigarettes or vaporizing devices shall be restricted to the areas designated for parking.
(c) 
Violation of this provision shall be enforceable as a class C misdemeanor.
