(a) 
Every person owning, possessing, keeping or harboring a dog or cat of the age of six (6) months or more shall apply to the city secretary or other authorized person for a license which shall describe the dog or cat and state the name and address of the applicant and owner. Such license shall expire on the thirty-first (31st) day of December following the issuance thereof. No person shall be deemed in violation hereof before March 1 of each year, provided said dog or cat was duly licensed for the prior year. No license shall be issued for any dog or cat unless a certificate of vaccination for rabies, signed by a licensed veterinarian certifying that the dog or cat to be licensed has been immunized, shall be presented to the city secretary. The city secretary shall note upon the license the fact of vaccination and the date thereof. The applicant shall pay to the city secretary the sum as established by city council as a license fee for each dog or cat.
(b) 
Every owner of a dog or cat six months of age or older shall have such animal vaccinated. All dogs and cats vaccinated at six months of age or older shall be revaccinated at one year of age and thereafter either annually with one-year rabies vaccine or every three years with three-year rabies vaccine. A person moving into the city from a location outside the city shall comply with this section within five days after having moved into the city. If the dog or cat has bitten an individual or animal within the ten (10) days immediately prior to moving into the city, the owner of said dog or cat shall report such fact to the animal control officer, who shall then comply with the provisions of quarantine under this chapter. No vaccination shall be administered to the dog or cat until after the expiration of any quarantine period under this chapter.
(c) 
At the time a dog or cat is vaccinated, a vaccination certificate shall be issued to the owner of the animal. The owner shall retain the vaccination certificate until the vaccination is renewed. The license tag issued under this chapter must be worn by the dog or cat at all times.

Upon issuance of a license, the city secretary or other authorized person shall give to the licensee a tag which shall bear the number of the license and the calendar year for which it is issued. Such license tag shall at all times be attached to the collar to be worn by the dog or cat licensed. It shall be unlawful for anyone, other than the owner, to remove such license tag from the dog or cat for which issued or anyone to attach such license tag to a dog or cat for which such tag was not issued.
